The Committee for Industrial Organization was formed by the presidents of eight international unions in 1935. The presidents of these unions were dissatisfied with the American Federation of Labor's unwillingness to commit itself to a program of organizing industrial unions. Germer left school at the age of eleven to work in the coal mines in Illinois, at a wage of sixty cents for ten hours; and in 1894, at the age of thirteen, he participated in his first strike with the United Mine Workers of America (UMWA).He took part in the Colorado mine strike of 1913-14, which culminated in the Ludlow massacre.
